NWT Chamber Congratulates Aboriginal Affairs and Northern Development Canada (AANDC) on Bill C47 – Northern Jobs and Growth Act
Yellowknife, NT (November 7, 2012) – The NWT Chamber of Commerce today congratulates AANDC and Minister John Duncan for tabling Bill C47 – Northern Jobs and Growth Act.

“Our Government is committed to ensuring that Northerners have access to the same economic opportunities as all Canadians,” said Minister Duncan. “This Act fulfills obligations flowing from land claims, and proposes mechanisms to improve regulatory processes, encourage investment, and allow resources to be developed in a sustainable manner. This will lead to jobs and benefits for future generations of Canadians.”

In the Northwest Territories, it creates the NWT Surface Rights Board Act, a long standing and unfulfilled Federal obligation promised under the Gwich’in and Sahtu land claims negotiated 20 years ago, and under the Northern Regulatory Improvement Initiative announced in 2010. A surface rights board will provide an incentive for proponents and land owners to resolve access disputes through negotiation.
“The NWT Chamber was happy to comment on Socio-Economic Impact of Bill C47 earlier this year and we find it encouraging for northerners that this bill is being tabled,” said NWT Chamber of Commerce President Hughie Graham. “The bill will allow the creation of not just much needed jobs and business opportunities, but continue to strengthen the economics of the NWT.”

“The Chamber continues to look forward to Devolution and province like control over NWT resources. Bill C47 will contribute to better investment climate in the NWT by clarifying the regulatory environment, a priority of the Chamber,” said Graham. “The next piece of the puzzle is modernizing the Mackenzie Valley Resource Management Act. If this can be in place before Devolution, the GNWT will inherit complete and modern legislative portfolios.”
